Here's the stream writer @maxburke. I'll look into the test failures when I get a chance. |
This adds a stream writer on top of the file writer. The file writer should be merged first.

@andygrove this includes the fix for failing tests on master. The Arrow IPC files' folder was moved when fuzzing test files were added. |

The stream writer is applied on top of ARROW-5182 #6107 (file writer) and should be merged after.
