[Bug]: Nightly Snapshot build is broken

What happened?

• Extract playground components #23253
  has added a :playground:frontend:playground_components:clean Gradle task which relies on Flutter and was intended for running on a developer machine to clean up a project before building a web app.

Somehow it is also run during Nightly Snapshot, but that environment does not have Flutter so it breaks.
