[Feature Request]: Support maps in BigQuery StorageWrites when using Beam Rows as the PCollection input type

What would you like to happen?

Currently BigQuery table schema utility, and the implementation for StorageWrites, does not support sending Beam Rows withMaps as part of their schema.
