[Bug]: Python SDK inconsistently instantiates WorkerIdInterceptor #33450
Description
What happened?
An anticipated bug for Prism is that Python SDK inconsistently instantiates WorkerIdInterceptor within the SdkHarness. Prism's aim is to
use the worker_id gRPC metadata to multiplex worker FnAPI requests (See #32167). An in-progress PR discovered Python SDK's failure to consistently provide this value (See https://github.com/apache/beam/actions/runs/12474518695/job/34816635492?pr=33438).
