After some investigation, I believe an internal change (change ID: 826609519) has caused four tests in the workflow to fail on the Dataflow Runner V2 starting on Dec 11 (https://github.com/apache/beam/actions/workflows/beam_PostCommit_Go.yml?query=branch%3Amaster).

• TestSetState
• TestSetStateClear
• TestMapState
• TestMapStateClear

All of them are batch pipelines, which passed the internal validation check previously. However, it seems that it is now required to provide "multimap" capability to the environment to get past the check.
