[Bug]: Dataflow worker shuts down without creating dump file in GO sdk

What happened?

heap_dump_test.go file should simulate OOM exception and create a dump file right before shutting down. But sometimes it shuts down before reaching the code responsible for creating the dump file in boot.go. See the comment for more details.
