[BEAM-11640] Linkage Checker version upgrade to 1.5.4 (latest)

Linkage Checker 1.5.4 has better handling for error reporting. This PR also addresses the following small enhancements:

• There is a minor typo in the shell script "ARTIFACT_LIST".
• When Gradle happens to fail to generate baseline files (in a baseline mode), it can skip the corresponding validate mode.
