The Go SDK doesn't have a PipelineOptions struct, however it can be useful to have these populated from flags for display in UIs and similar.
This PR uses set flags to populate the pipeline options, for display in the Dataflow UI. This filters out Dataflow known flags that aren't relevant for job execution/display purposes. It also provides a method
