[#31403] Relax prism constraints to allow python wordcount to execute.

While working on #31403, the changes herein were required to allow Python's Wordcount to execute.

While the pipeline does succeed, some the python shutdown is sometimes noisy WRT GRPC ordering, which may need to be sorted out at a later time.
