Support interval windows when used with timers. Largely plumbs the awareness of the input collection's window coder type, with a stop gap for custom windowFns.
In the future, we may wish to fully move to the "error free" decoder style for dealing with windows and elements, and avoid io.Reader/io.Writer indirection. This would be preferable to putting Custom window fun machinery into the SDK, without the SDK being a user itself, and would avoid unnecessary error handling.
