Minor changes on Managed JDBCIO

• Added SQLServer managed io mappings to Python
• Some minor adjustment to make parameter checking in postgres consistent with other databases.
• Changed the expansion service jar for JDBC managed IOs to schemaio.
• Removed schemaio expansion service jar from expansion service docker image.
