VPC Router Tab: Implement List and Add Forms for each of the tabs

Implement the list (tabular or item-wise) and add forms in Primate -> VPC -> select router tab:

Entities to be listed and added/acquired: private gateway, public IP, site-to-site VPN gateway, site-to-site VPN connections, network ACL list, virtual routers list.

Example of private gateway form: Old UI -> Network -> Select VPC from drop down -> click configure -> select Private gateway on the left router box -> Add button:
