UI: Action button to enable 'ROOT admin' users

The required feature described as a wish

As a ROOT Admin I would like to have the UI action button to enable and disable 'ROOT admin' users. This is allowed via API. Sometimes due to wrong password 'ROOT admin' users get disabled. It would be handy if the user could be enabled back via UI.
