[iceberg] Add support to `native_iceberg_compat` for reading encrypted Parquet files

What is the problem the feature request solves?

We currently rely on native_comet for reading encrypted Parquet files. We should add support to native_iceberg_compat as well so that we can support encrypted files containing complex types.

Yes, I believe it is addressed, but I don't think we enabled the encryption tests in Spark to verify this.
