Filing a ticket here to track the work of a release (mostly so others can follow along)

Target Release Date: Approximately 2023-10-23

Steps:

• Make a PR to update CHANGELOG.md CHANGELOG for 0.39.0 release #1029
• run cargo release
• verify the new release is on crates.io: https://crates.io/crates/sqlparser/0.39.0
• Make ticket for next release: Release version 0.40.0 #1030

Update here is that there is a backlog of PRs open that I am working through. One I am done with that I'll do a release. I hope this will happen in a few days time
