I'd like to have a new SQL Datatype TIMESTAMPTZ

A clear and concise description of what you want to happen.

Add new SQL Datatype TimestampTz, to make things simple, I suggest mapping TimestampTz to Timestamp<Nanoseconds, Some("UTC".into()) first. This is aligned with our current SELECT NOW() result.
