Failed to get scan range, no queryable replica found in tablet

Describe the bug
When doing schema change, the query in the same moment may encounter error:
Failed to get scan range, no queryable replica found in tablet

To Reproduce

1. Doing a long time schema change.
2. Some backends reports the tablets after the replica on them are finished doing schema change, but the whole schema change job is not finished.
3. Query it.

It still has a problem that the schema hash of replica we updated when tablet reporting, is only saved in Master FE.
The original idea of this updating operation is to observer the unexpected inconsistency of schema hash between FE and BE, and query planer will not choose the replica with invalid schema hash.
But now, only the master FE know this info.
So we have to find a way to notify other non-master FEs.
