Limit the disk usage to avoid running out of disk capacity #1701
Description
Currently, Doris does not limit any disk usage, this may cause BE crash after running out of
disk space. So we need to monitor the disk usage, and limit or forbid some operation is disk usage is too high.
We set a high watermark and flood stage to describe the used percent of disk capacity,
and if percent is higher than these 2 threshold, some operations, such as LOAD, will be rejected.

Currently the user specified disk capacity is unavailable, we just monitor the total disk usage of a data dir.
