be will lose meta data when be crashed

**Describe the bug**
Now, tablet header meta data is stored in rocksdb meta db. But WriteOptions.sync is false,
the wal is written to pagecache. When be crashed, some wal log will lose, causing lose of meta
data.

**How to solve**
set WriteOptions.sync to true
