Failed to start Doris BE on centos 7

When starting Doris BE, an error is reported and the process cannot be started. Even if there is actually no existing one.

$ sh bin/start_be.sh

Solution:
Don't use kill to send a signal to check whether the process is started. A better way is to verify the existence of the /proc/$pid path. This method can further obtain other information about the process for more accurate judgment.
