[Bug] 自定udf #40970

What's Wrong?
如果存在多个fe,在其中一个fe 执行drop function，过程中重启fe,将导致fe节点无法重启。如果过程中全部重启fe，将导致所有fe无法启动成功。 出现异常行 在 org.apache.doris.catalog.FunctionUtil#dropFunctionImp的 throw new UserException("function name does not exist: " + functionName)这个代码。出现这个问题的可能原因是metaService 在重启fe的过程中会出现自定义functiong 被清空（已出现过多次）。
What You Expected?
1.metaService能够稳定维护自定function，确保不会出现重启fe节点后，调用udf不会出现not found.
2.修复服务重启fe的致命异常，猜测可能是metaService对自定义udf的清空，导致无法找到udf
