Index id in Partition instance is different from index id in OlapTable instance

I don't know why, but it happened.
It can only be recovered using very tricky code modification.
Add a issue here, in case it happen again.

It happened again....
After Master FE restart, some rollup lost in OlapTable's indexNameToId, but exist in partition

There is no drop/add rollup at that moment

The reason is that user renamed a table to an existing rollup index name, which should not be allowed.
