[BUG]default db data quota bytes config is invalid

**Describe the bug**
update the config of default_db_data_quota_bytes in fe.conf file, but no effect. when I execute the command of show data, the value is no changeed. (doris version is 0.13.11)

** temporary solution **
ALTER DATABASE db_name SET DATA QUOTA quota is available;but while restart fe, the config value will be reset
