[Doc] Inconsistent documentation between Chinese and English versions

The sidebar of the official document is inconsistent between the English and Chinese versions.

English Version
Chinese Version

There are three cases:

1. Only have English versions, eg: CANCEL DELETE
2. Only have Chinese versions, eg: disk-capacity
3. Have both versions, but one of them is not added in sidebar. eg: Best Practices

There are many documents involved. It is better to solve one type of problem with one PR.

1. Add missing English version docs.
2. Add missing Chinese version docs.
3. Add docs in sidebar/*.js, both English and Chinese.
