Running partition mark does not remove when delete operation encounter errors

**Describe the bug**
Currently we do not support concurrently delete operation. So when user doing delete operation, Doris will check if there is another delete operation under processing.

There is a bug that the partition-under-delete-mark is not removed when a delete operation failed to pass the check, so that the other following delete operation will never succeed.
