[Feature] sql digest is badly needed in many scenarios

• I had searched in the issues and found no similar issues.

Description

sql digest is needed in:

1. Sql Blocking:
   now we use sqlHash generated by the originStmt, when the conditions change, sqlHash will be different and rule won't work.

2. Positioning Incremental Query:
   now it is really difficult to find out the incremental quries.

Use case

As mentioned above.
