[style] Upgrade clang-format in BE Code Formatter workflow

• I had searched in the issues and found no similar issues.

Description

If we use clang-format (>= 13.0.0) to format our codebase, the output isn't identical with the one generated by the clang-format-10. I think we should use clang-format with newer version.

Moreover, the pre-built of clang-format-13 is included in the latest ldb-toolchain (v0.11), we can access the tool easily.
