Doris HLL implementation contains 16384 buckets, which is too much for statistics. This pr implement HLL128 with only 128 buckets and provide a method of converting 16384 buckets to 128 buckets. HLL128 will consume much less memory and the estimate accuracy is higher than 90% which is acceptable for statistics.
