Support automatically testing of Helm Chart

Description

We should support automatically testing the Druid Helm Chart with the "Helm Chart Testing" from the Github Action Marketplace. FYI, https://github.com/marketplace/actions/helm-chart-testing

As mentioned in PR #15904, we have migrated the Helm Chart to a new repository, we can maintain the Druid Helm Chart together in new repository.
