Broadcasted segments not only should not be moved away from decommissioning servers until they hold none non-broadcasted segments. Coordinator may actually need to continue loading broadcasted segments on decommissioning servers while it moves non-broadcasted segments away from them.

There are many small and large inconsistencies in the current coordination/balancing algorithm which are inter-dependent and are hardly fixable in separation. An overhaul is proposed here: #7458.
