Restore context flag for window functions

The flag still exists as window functions are still experimental. Once the issues on window functions are fixed, this flag can be reverted before GA.

This PR has:

• been self-reviewed.
  • using the concurrency checklist (Remove this item if the PR doesn't have any relation to concurrency.)

• added Javadocs for most classes and all non-trivial methods. Linked related entities via Javadoc links.

• been tested in a test Druid cluster.

Changes LGTM. Though I would love a UT on the MSQ side which fails in case the flag is not set.
