Description
Merge 'docs/operations/recommendations.md' into 'docs/operations/basic-cluster-tuning.md' and add some addition recommendations such as not using swap, call out to setting ulimit and max_map_count.
Also fixes some h2 into h3 to fix navigation sidebar.
