[FLINK-18206][table-api / sql-client] Fix the incorrect timestamp display

What is the purpose of the change

• This pull request fix the incorrect timestamp display in Sql-Client

Brief change log

• Format TIMESTAMP/TIMESTAMP_LTZ type data consider the session time zone
• The proposed DataTimeFormatter is aligned with TimeFormats in flink-table-common
