[VL] Use stream de/compressor in hash-based shuffle

Description

Hash-based shuffle may also have poor compression ratio, we should also use stream de/compressor for hash-based shuffle as in #9278.

Hash based shuffle data can be compressed column by column or batch by batch. In theory compressing by column has best compression ratio since each column has its own characteristics. Batch compression introduced extra memcpy.
