[Track] TODOs for ASF Graduation

The Apache HugeGraph community has been part of the incubator for approximately three years, fostering a diverse community and delivering a series of high-quality releases. As the project continues to mature, it is time to begin the formal process of graduating from the Apache Incubator.

This issue will serve as a comprehensive, keep-update TODO list to track the necessary tasks and ensure we meet all the requirements for graduation.

• Update the Incubator Status page
• Discussion on whether to release version 1.7.0 before graduation
• Have an agreement on the members of the PMC
• Complete the TODO sections in the documents
