Metadata tables don't show wap snapshots if there are no other snapshots

Steps to reproduce:

• Create an empty table with wap enabled
• Produce a new wap snapshot
• Ensure the data is not yet accessible
• Query the snapshots table

I would still expect to see the created snapshot.
