InclusiveMetricsEvaluator should not filter out files with negative row counts #809
Description
SparkTableUtil sets row counts to -1 for avro files. This can filter out files with valid data by InclusiveMetricsEvaluator as it removes files with negative or 0 row counts. We should update the check in InclusiveMetricsEvaluator to only check for rowCount == 0 to support existing tables which were imported with SparkTableUtil
