The last commit demonstrates how we could easily avoid duplicate-file-appends from zombie-coordinators if iceberg were to offer a conditional-commit API.
This is just a draft to demonstrate the idea but I'm happy to take this to the finish line provided we can make progress on #6513 which this PR depends on.
