maxObservedTimestamp is used in put and iterator (read). Maybe need atomic? BTW, most of these code is adapted from CachingWindowStore.java

My understanding is that single writer allows for volatile -- Atomic is only required is there is more than one writer. -- But it should not be the severe perf concern, so if we use Atomic elsewhere is might be better to just use the same here to avoid confusion.

Again copied from CachingWindowStore and the prefix is introduced here: #11611. But I'm not sure if it's needed in CachingWindowStore or here since topic does nothing in StateSerdes?

This is introduced for allowing customized internal topic prefix (atm it would only be used by ksql's shared runtime) than the default "appID".

Ideally, we should delete the index if base is not in cache since this dangling index is useless. But the iterator doesn't have remove api and deleting directly from map can cause concurrent modification error.

My understanding is that base value would be not available only if the previous put failed on base but succeeded in index, right? In that case would the index store's size keep increasing over time?

This should have been done previously, but we overlooked it. Add a builder for ClusterControlManager and ReplicationControlManager to avoid the need to deal with a lot of churn (especially in test code) whenever a new constructor parameter gets added for one of these. In ControllerConfigurationValidator, create a separate function for when we just want to validate that a ConfigResource is a valid target for DescribeConfigs. Previously we had been re-using the validation code for IncrementalAlterConfigs, but this was messy. Split out the replica placement code into a separate package and reorganize it a bit.
