This PR shows what a triage workflow could look like. On each new PR, a
triagelabel is added. If thetriagelabel is not removed in 7 days, aneeds-attentionlabel is added along with a PR message.One problem with this is that PRs from committers will unnecessarily get the
triagelabel added.
