Since 3.9 branch doesn't have file
test-common/test-common-api/src/test/java/org/apache/kafka/common/test/api/ClusterTestExtensionsTest.javaand ClusterTestExtensions in 3.9 doesn't support SASL_PLAINTEXT, so removing related test case.Committer Checklist (excluded from commit message)
