@gwenshap We can probably live without this fix, but it's tiny and avoids generating errors in the logs. Would be nice to get it in before the RC. |

This adds QuotaRecord to the controller along with validation logic for quota entities and quota keys. Some constants were factored out of the core scala code to allow reuse with the new quota manager in the metadata/controller module.
