@junrao @hachikuji The old branch was cloned off a repo that was forked several months ago and had gone stale. I just created a new PR so we can have a fresh start this way. |

I've rebased this PR on trunk again. I had to open a new PR to push up the changes. Thanks @ConcurrencyPractitioner for all of the work on this so far! #10914 |

We aim to remove tombstones that persist indefinitely due to low throughput in this issue.
