Cherry-picked, but had to drop the lambda expression, which in turn bumped the line count to > 2000 and since I could not figure out how to suppress the FileLength checkstyle rule, I removed some blank lines where I saw fit.
PS: Checklist removed for less noise, ICLA is present.
