Python test failure on newly-introduced python test cases introduced in test_gluon.py

Description

This issue is used to tracked the bugfix for recently added python test cases on gluon nn layer.
As the bugfix is WIP, the failed cases will be tmporarily skipped.

Once the bugfix is done, the test cases will be re-enabled accordingly.
(See #10921 for the PR introduing the new test cases)

MKLDNN-enabled build only

Compiler (gcc/clang/mingw/visual studio):
gcc 4.8.5

Build config:
make -j USE_MKLDNN=1 USE_BLAS=mkl
