Add more API support for Python bindings

Hello folks, I would add more API to Python bindings, make sure we can use same API in both Java and Python binding

Here's the task

• Append
• Copy
• Rename
• RemoveAll
• presign_read
• presign_write

• append now is an option for write, we can remove it.
• presign_read and presign_write has been implemented.
