I don't know what causes pd-v7.3.0-linux-amd64.tar.gz to always fail to download, but I'm able to download it fine locally. cc @Xuanwo |

I don't know either. It seems like pingcap's issue. The network between github runner to mirrors of pingcap seems broken. |
