High level interface to Parquet encryption

Per discussion at the community sync, we're working on a design of a high level interface to Parquet encryption. A draft doc will be published soon, that covers the current proposals from Xinli (cryptodata interface), Ryan (table properties) and Gidon (key tools, hadoop config) - and starts to draft a unified/streamlined design based on them.
