Motivation
When a EntryFilter reschedules a message we have a fixed delay of 1 second, that matches the default negativeAck delay on the Java client.
Modifications
Add a new configuration option
dispatcherFilterRescheduledMessageDelayto make this delay configurableVerifying this change
This change is a trivial rework / code cleanup without any test coverage.
