chore(dashboard import/export): include additional fields to export/import commands

SUMMARY

Similar to #22471, this PR adds the fields below to the dashboard export/import flow:

• published
• certified_by
• certification_details

BEFORE/AFTER SCREENSHOTS OR ANIMATED GIF

TESTING INSTRUCTIONS

1. Create a dashboard.
2. Publish it and add certification information.
3. Export the dashboard.
4. Validate that published is set to true in the YAML, and also that certification info was exported.
5. Convert the dashboard to draft and remove certification info.
6. Import it. Validate that certification info and status were updated.

  • Migration is atomic, supports rollback & is backwards-compatible

thanks @john-bodley! I'm not sure why that test is failing only for two DB Engines. I'm spinning up a local MySQL to further debug this.
